Cayo Norte is the first island to starboard when traveling through the Virgin Passage, from the Atlantic Ocean to the Caribbean Sea. The island highest elevation is 340 feet. Cayo Norte is the only private freehold island in the Culebra archipelago, most of the other islands and cays being part of the Culebra National Wildlife Refuge.

The zoning classification for the island is RO 25-C, which permits low density residential development with each residence comprising at least 25 'cuerdas' (one 'cuerda' equals 0.97 acres). This density would permit approximately 10 residences on the island with additional land for common areas and conservation. The current plan, however, is for a single-family compound with 3 main buildings plus staff housing, warehouse, and cabanas. It is worth mentioning that laws recently passed in Puerto Rico provide tax incentives to investors in various industries, including tourism and the film industry. Also, the Puerto Rico Economic Development & Commerce Department has promoted legislation and policies to attract wealthy investors to establish residence in Puerto Rico.
